Overview
The Italian National Certification System ensures that all renewable and low-carbon fuels used in Italy meet strict sustainability, traceability, and greenhouse gas (GHG) reduction standards. Established under the Inter-Ministerial Decree of 7 August 2024, it aligns with the EU Renewable Energy Directives (RED II & RED III) and is jointly managed by:- MASE – Ministry for the Environment and Energy Security
- MASAF – Ministry for Agriculture, Food Sovereignty and Forestry

Certification Process
1. Application & Registration Operators, producers, and suppliers register with the National Register of Biofuels and Other Renewable Fuels (managed by MASE).2. Accredited Certification Bodies Independent bodies accredited by Accredia verify compliance with sustainability and traceability standards.
3. Sustainability Verification Fuels must:
- Meet GHG emission reduction thresholds.
- Avoid sourcing from high-biodiversity or high-carbon-stock land.
- Comply with environmental and social sustainability standards.
5. Recognition of Voluntary Schemes EU-approved voluntary schemes that meet or exceed national standards are accepted, providing flexibility for internationally certified operators.
Monitoring & Reporting
Certified operators must:Submit annual sustainability and production reports.
Maintain full traceability documentation.
Undergo periodic audits to ensure ongoing compliance.
